The wasted gas is another EPA gaff. They wanted cold starts to light off the cat quicker. The way the car companies implimented it was to put the cats closer to the engine, then to keep them alive for the mandated 80K warranty they dump fuel to keep them cool. They don't care about WOT drivability just a HP number.
Which really just means they used the wrong (undersized) cat, because it doesn't have the necessary thermal capacity.

Quick light off CATs been around for close to 30 years.
I have a question for the OP, did you notice how much hotter your engine temps were with AFR under 9?
I'm not the OP, but I was the one who measured this on a dyno. To be honest, I don't know. It couldn't do a single reasonable dyno pull without going into cat protection. I didn't run the stock engine mapping long enough to know much about it.

I look at engine information all the time of properly tuned turbo engines. 0.7 lambda is not a thing if performance is your goal. If 0.7 lambda *is* your goal, then whatever you're trying to accomplish, you're doing it in a very ham-fisted manner.

I agree, that would be foolish.
There are obviously many reasons not being too rich, I think some folks consider more fuel more equals power instead of thinking about of A/F in balance
