PayPal sucks. A Chinese company ripped me off once and it took forever to get my money back. I'm prepared to go through that again, but the seller has to be fair. It's delamination. The tire doesn't blow out so to speak. In this case, the tread is compromised and should the tread separate, it would be disastrous at top end speeds.Damage to the tread won’t cause a blow out, most of the rough edges would probably wear down pretty quickly with heat. I vote send it so long as the side wall is intact and it doesn’t extend deeper than the tread blocks.
