How to paint correct this

Anyone else with paint defects that look like this? It’s weird because they feel smooth with the rest of the surface. No idea how they’re caused and compounds don’t seem to work. Is there anyway to improve them without repainting?

That looks like a chemical contamination. Like someone had something on their hand (like brake fluid) and transferred it to the paint surface.

Damage is done. Nothing short of re-painting will make that go away.
