yoUd have to remove blower and move actuator arm, with valve closed the actuator arm should have some spring tension on it
The vacuum test seems to show it working, right... it held 10 PSI and the snapped closed when released... When I had the TB off last night the butterfly was closed with a good about a spring on it holding it closed... I also might be able to check it from the side using long needle nose too... if you think the vacuum test isn't proof.... thoughts?

Vac test will prove actuator is working but preload you have to check the actuator arm, mine seemed like it shut and had spring when moving butterfly but upon further inspection I found the arm had no preload and was fluttering the butterfly due to not enough preload slamming it shut plus it allowed for the arm to move and do weird things like wear a divot into the head unit

When you say the TB is “closed” at rest, do you mean “mostly closed” or FULLY closed?

mostly closed... if you push it all they way closed it moves another 1/4 to get it to fully close...

The issue ended up being a fuel pump issue... the line came off the overflow connector … I am not very happy with my installer right now...
