I'm sure there is an ect/wot and possibly iat idle adder you can adjust to simply raise the idle if the ect is too high. I bet an hour digging through all the tables and you will find it in PCMTEC
I would start by playing with this table and raising the idle speed up in the ACT range I am interested in.

The first one should fix all your issues. Bump it up to 900 or so at the temps of issue. Should increase timing also which in turn will decrease EGTs and hence ECT. I assume you already have the fans maxed out at that temp range?

His file appears to be a stock Roush file, so it uses the stock GT fan settings. That would be something I would address as well.
