I plan to do some headers. Whether short, mid or long tubes not sure yet. But if I go longtubes with green high flow cats for emissions do I still need a tune?

Yes. Otherwise you're just wasting money on way more noise and a P0420 code along with running rich.

Yes.
Side note - my car seemed and felt slower after installing LTH at lower normal driving RPM's. It made it WAY louder and actually slower(unless you drive at 5000+ all the time:). After I added a my Whipple it was a different story, but during the time after the LTH install and before the SC I hated it. Now I love it. Just food for thought.

Why spend $1700 on headers and then AS MUCH on very top end emissions equipment to cheap out on a tune? Don't be cheap and save yourself the headaches. Do it right or don't do it at all.

So does that mean putting long tubes on a car with Power Pack 2 is pointless? Since I don't yet want to get rid of the PP2 tune re warranty.

Its not that installing headers and a tune is pointless...it just doesn't work within the parameters that you desire to maintain.
If your keeping the PP2 tune then headers would not be a good step for you now. If at some point you want to move to a Lund Tune (for example) then that will be the time to install the headers because you will have to have the tune if you want to keep your check engine light off and take full advantage of the headers.

I dont have back to back dyno numbers to prove it but it "feels" like I lost a bit of low end torque with my Kooks install also. My "guess" is that at lower engine speeds, scavenging is actually reduced due to the increased volume of the headers. I assume that the benefits of the addtional volume do not balance with scavenging until higher rpm's where there is a greater amount of air moving out of the engine. Obviously adding a supercharger would help that problem at lower speeds. I think I said all that correctly. :)

1 7/8...pretty sure the 1 3/4 would have had a more substantial impact on low end torque. And again, thats just seat of the pants. I could be wrong as I have no empirical data to confirm..

The one's I installed were Corsa 1 7/8. Again, in my opinion, headers are a mod only "needed" after you go FI. If you want a loud car, with some added performance gains install Corsa's Extreme 3" catback. It'll sound f'ing awesome while still being bearable and giving you slight gains. My setup sounded exactly how I wanted it - crazy loud and mean. After installing the catback I went straight to Corsa'a long tubes and regretted it as soon as i started the car and wanted to rip them off after driving for a bit. They killed my low end torque and the sound did not even remotely match the speed/power.Kinda embarrassing. After the Whipple install I was sure glad I didn't remove them, after the Whipple everything seems like it belongs. Still crazy loud but it works and sound great again.

Your comment about headers are only "needed" after you go FI is, imho, spot on. I have to say right now, if I had it to do over again, I may have just skipped them. I have the sound handled via a magnaflow resonator but I'm just not sure the headers were a good choice for me at this point. I seldom use them in the part of the powerband that they work the best in. I failed to seriously consider the effect they would have on the low end.

I would agree with losing low end torque with headers. I just had kooks 1-7/8" with "free flowing" mid pipes and a 3" corsa sport all the way back. My exhaust is now super oversized for a bolt-on NA setup. I plan on doing a S/C down the road so now my car is prepped for boost, lol. I have not yet retuned the car for the headers (also breaking in a new clutch) but it does feel lazy down low, especially on the flex fuel tune. The E85 tune not quite as much. Anyways our cars don't need 1-7/8" headers or a 3" exhaust unless going FI.

Yes you will need a tune due to the relocation of the long tube headers you will run rich until you tune. If going naturalized aspirated go 1 3/4 in headers and stay 2.5 on exhaust. This will somewhat help preserve your torque band. Headers should come after intake/throttle body/manifold/47lbs injectors. If it’s about 1/4 mile and not horsepower suspension upgrades should probably come before headers - better bang for the buck I would think. If planning on forced induction go with larger headers/exhaust based on horsepower goal. I believe 1 3/4 up to 600 rwhp then 1 7/8 and so forth.
