My driver's side gets stuck in the same manner. When it does, the handle on the side of the seat is always half way between two notches. The side handle is also slightly raised and not "flush" where it is supposed to be. Lifting the side handle and settling the seat back all the way to one notch or the other will fix it and the side handle then goes all the way down to its natural position. When I use the release on the back of the seat, I have to return the seat back to its normal position with a bit of extra force to prevent it from catching halfway between two notches again.

My passenger seat works just fine and doesn't exhibit any of this craziness.

That's EXACTLY what happens to me, but it's the passenger seat. Driver's seat is OK.

I find that the if you use the one on the back, it is best to give the seat back a little push to the rear with your other hand first, relieving some tension in the mechanism, then lifting the handle on the back of the seat. Works every time for me. Don't use if very often!
