Those situations apply to emergencies and farm equipment traveling <15mph. Never in situations passing a normal motor vehicle. In California, it is never appropriate to cross except in emergencies or as directed by construction crews.

The easiest answer is not to pass... I really do hate it when people do this and try to justify it.

Doesn't mean the jackass has to try and block people passing ... could have resulted in a bad wreck. That move was way more dangerous then passing on a double yellow on a long enough straight away with nobody coming the other way. People shouldn't play "off duty cop" and try to run people off the road like they're fleeing felons. :doh:
Wouldn't have happened if people weren't illegally passing. Period. Righteous arrogance doesn't make anybody more justified in blaming the other party.

If he doesn't like them passing illegally then he should get their license plate numbers and call 911 ... NOT try to run them off the road. The thing is, doing an illegal pass on a wide open road didn't put anyone in danger. Trying to run someone off the road definitely is. Justifying the Focus' actions is quite laughable here.
