He was wrong on 1 account....you can't claim as fraud however, you can dispute as merchandise not received. I use to work in credit card fraud for 5 years. We saw this crap all the time. PM for more details.

And yes, file a police report with all the info you've got. I believe you'd have to file one in his jurisdiction, but that just takes a phone call.

So what is the impact of sending the money as a "Gift" thru PayPal? I NEVER send or receive payment as a "Gift" when using PayPal. How can you fight for a refund of money that you gave away? Obviously YELLOWBEE knew this.

Big heads-up when using PayPal, If the buyer pays with a credit card then a month or so later claims they didn't authorize the charge PayPal will pull the money back from the seller. I know somebody that lost $4,000 that way.

I've been using PayPal for 15 years and have made about 10 claims due to crappy sellers. 2 of those I lost money.

Gift makes no difference if the intended transaction was for merchandise. The whole fact that he was trying to avoid fees doesn't matter in so much that it was still for an agreed amount and an agreed product.

But he must file within 60 days of the transaction.
