Brrrrrap sound

When I get in the car and get ready to go, I hear a loud brrrrap sound from behind the dash (I think). What the heck is this?

When I step on the brake I hear the fuel pump activate.

There is a flap in the HVAC that opens when you turn on the ignition.
It's louder when it's cold because the rubber is more rigid.
