Brake Lights Error P0504

Hey guys, a buddy of mine is getting this code p0504. He states that his brake lights turn on when he opens the car/locks, etc but not when he drives and pushes on the brakes. Any help with what could be the issue?

I have not had this issue myself, but from what I understand the best case scenario would be that its just the actuator. Worst case scenario, there's something wrong with the ECM. Do you have a service manual? It would help trace the wires.
