He is the service writer and only mechanic in a small Ford dealership, i hope he does but who knows. What happened to a 7th grade education and a flat screwdriver to tune a car? :like:

BOV has no relation to the amount of boost you're at. That's the WG's job.
The factory PCM Controlled Electronic BOV is throttled to limit boost.

If this was a purely vacuum/boost signal WG and BOV, you would be correct.

I doubt it's designed to bleed pressure and limit boost like you're suggesting. It vents at cruising speeds to keep the turbo RPMs a little higher to help with spool though. Not being an ass in any way ;)

It may not be designed that way, but it does work that way.
The factory BPV is cheap plastic with a weak spring and the factory electronic signal to the BPV is used to vent boost during no load throttle revs, torque limiting and WOT to reduce customer noise complaints, and protect the warranty.

An aftermarket vacuum operated BPV is a nice mod.

Ford occasionally calls it the "turbocharger bypass valve (TCBV)"
