My passenger window is randomly moving up and down about a quarter inch. This occurs anytime such as when I am driving or even when I have parked my car. I can hear it as I am walking away bouncing up and down that 1/4 inch.

What is the cause?

The nice little feature where the glass goes down 1/4 of an inch when you open the door, then goes back up when you shut it - sounds like that is getting confused. There's got to be some type of sensor or mechanism on the door latch that knows how to pull the window down when it opens and up when it closes that has to be replaced, or the latch itself needs adjustment or something.

It could be that the sensor that detects when door is closed is misadjusted... OR the door mechanism or striker might be loose. But there are several simpler things too, so let's start there. But before that., may I ask you if you had any accidents on that door, or any work done there? At any rate, you could start by checking that ALL bolts are tight. Then spray WD40 inside the door mechanism, and close it several times. Then open the door, and manually close the (white plastic) latch, and see if the window closes every time. If it 'clicks' solidly, it might not be allowed to click when you're closing the door. My final question is if you're closing it hard enough. On my new Bullitt, it takes more force than I'd like, but it's adjusted correctly, unfortunately. Finally on the easy list, I'd reset the door module via FORScan and see if by any chance it's an electronic gremlin. Beyond that, it depends how deeply you want to get into it, or just take it in. Do those easy things, and keep us posted.

At 12 months my 17 Eco-boost did that on driver's window, took it to dealer and they reset it somehow (may be in the owners manual). Seem to take care of it. Only took them 10 minutes

Most likely the door module, which is one of the things I suggested. With FORScan, it's super easy. I'd start there then, but still do the checks I suggested, just to make sure any of that is adding to the problem. By the way, the door modules are DDM (driver door module), and PDM (passenger door module). After connecting to your car, go to the wrench menu, and find the appropriate module (driver or passenger), and click on 'reset module'. Easy peasy :). Good luck OP.

No accident since I bought it and none reported on carfax.
Everything is tight.
I manually operated the latch and it seems to move with minimal effort. The windows will raise all the was immediately when operating the latch then still moves up and down. I have oiled it as well and after the behavior was the same.

Also, I have updated the original post with a video of the problem in action.

If it still has the original battery is could be going bad. A failing battery can cause screwy things to happen to the electrical system.

That's really weird man. I'd reset the PDM, or try disconnecting the battery, and see if that resets it. Otherwise probably something to do with the door switch, including a bad ground, or the switch itself. Hopefully the battery disconnection will solve it, so you don't have to take it to a dealer :(. Good luck.

Had my 2018 in the dealership with same trouble the other day and said could not replicate. Wife brought home car, I went out in driveway and I could get it to replicate problem. Our Car does it intermittently when driving sometimes as well. Have you figured out the trouble yet? Someone said to check out fuse #23 on interior fuse box for loose connection

I don't think it's the fuse; when you disconnect and reconnect the battery, the windows don't do that, hence my statement. It has to be the door module (DDM or PDM), or the switch/wiring IMO.

Car is under warranty and thought dealer would try and figure this out but they don’t want to be bothered. They suggested that maybe I had disconnected the battery recently and that’s what caused problem. I have had the battery disconnected once about 18 months ago. I am going to take apart door panel and see if there is a bad ground, all the wire harness plugs, and tighten all mounting bolts. Thanks for advice

When this happens and you are driving, do you get a message that the door is ajar? If yes, then door switch. If no, then the door module as others have mentioned.
