On the PP1 the front is 24lbs and on the PP2 it is 60lbs
Wrong, the PP2 is 24lbs on the front splitter.

Your info is regarding PP2, not PP1 period.

Rather than having to sit through an 18 minute video waiting for 1 sentence, perhaps you can give a time stamp where it says that.

EDIT: Well, I watched the video, and I see where it gave the numbers you mentioned. That being said, there's somenthing that really doesn't agree with Ford's build information for my car. At about 4:00, the video states
"Now, speaking of that front splitter at the bottom here, that also gets a new redesign for the 2018 models with the performance pack, which we have. Now, if you do have the performance pack, you'll be taking advantage of a fully functional piece here."​
clearly implying there's a different splitter on Performance Pack 1 than "normal" GTs. However, if I pull up my build information from https://shop.ford.com/vehicleordertracking#/ using the VIN number, when I look at the contents of Performance Pack 1, I see:

It says nothing about the performance pack getting a different splitter than any other GT Premium, and if you look at the generated pictures on the build website, the image of the splitter doesn't change if you add/delete PP1. It does change if you add/delete PP2.

Add all that up, and I think it would be more definitive if someone could give a Ford reference to the functional specifications for the splitters and spoilers, rather than 3rd party aftermarket suppliers.

EDIT 2: Ford reference in post #39. For the front splitter, It does not seem to support your contention.

My favorite part is how the PP1 in that video has the spoiler delete option.

Not confused, that is the spec for the PP1
Well, according to Ford, the 24 pounds of downforce from the splitter at 80 mph is for Performance Pack 2. It also says only that the rear spoiler is there to "balance out" the front splitter downforce:
