Because ocean water is "salt" water.I’m not sure exactly how a coastal state right off the Pacific Ocean actually runs out of water, but what do I know.

Cost to augment the water supply with desalination, I surmise, would be a mere fraction of the damage that was incurred and could have been paid for over time. Not having a better plan to utilize natural resources, process, store and logistically distribute water appropriately and without consideration of the obvious potential risk, simply amounts to gross mismanagement.Very expensive….and used for drinking, etc. Not firefighting.
