AC on even when off?

I've noticed that even when I turn AC off, there's water under the car after a drive where evap drain is. Basic, non premium model.

Also, when off, air from vents is colder than outside, but not as much as when ac is on.

Is it by design?

Are you running the system in defrost? If so, than the A/C is on to dehumidify the air.

You mean direct air to windshield button? You might be right. Turning windshield flow on makes air colder without ac light going on and vice versa.

Yes, any time you have the defrost enabled the AC compressor will be running. It cools the evaporator core so it pulls moisture out of the air and keeps the windows clear. Even if the defrost setting is on and the heat is set to warm/hot, the evaporator is still cold to collect moisture. That moisture melts off the evaporator when you shut the car off, and water runs down just like if you were using AC on a hot day.
