Are you sure that's just not paint transfer from the thing that hit it?
I mean what touch it?
You should touch it up build enough thickness and then sand it down and polish it smooth.

Yep... Exhaust pipes don't have paint.;)
Could be just dirt and grease.
I would try a mild polish first before start sanding see if you can take it off the surface of the paint.
Might be able to remove the dirty stuff enough not to be able to see the light scratches since its a white car.

I've had good luck with Dr. Colorchip paint...worst case was a scratch about 2 inches long under the upper grille, now I don't even know where's at. Make sure the painted surface is flat before applying thou. I find it works better on scratches than rock chips, for some reason.

Touch it up. Once clean and out in the sun nobody will notice it except you. If you are more anal than that only a full res pray will make it 100%. I am pretty anal about my car and did a touch up. I couldn't justify the price of respraying the bumper. MY scratch was worse than yours.
A respray will run about $400 :doh:
