It's difficult to see from the lighting, but ya, looks like cutout or removed.
I've noticed some cars from time-to-time, the owner will "open up" the back end, not necessarily for a diffuser effect, but to ensure there is no restriction of airflow as it exits the underside, back of the car.
It’s exactly as others noted - the factory valance looks like it was cut off by the owner.
The pics are not the best, because from an angle like you posted, it may look “ok” but looking at that dead on from the back, it would look horrible because anything that was hidden behind the valance would now be exposed…
It looks like the owner had no idea what they were doing. the front end is way too low for the ass end being that high. it has GT 350 fenders on it, why if you're trying to make a Drag car. Don't care for the spoiler. The tires in the front and the back are so close that they're rubbing. You can't really race this car and you can't really daily drive this car so what's it for. i'll bet the owner is in his teens or 20s
