I applied this per the directions to my passenger window 4 times in a row and didn't notice any difference. I then tried it on the driver's side window for 4x longer than prescribed and same results.

This is after 4x dwell time of the product which I assume is some type of acid.

4x dwell on the left and I didn't do anything - no treatments at all to the quarter panel window on the right they look basically the same. The bottle is a couple years old but was sealed the whole time. Any ideas what's going on?

Depending on how long the spots have been there, the water spot remover only removes the minerals that caused the spots, but if they have been there a while, the glass is physically etched and needs to be polished. P&S Clarity or even the new CARPRO GOFX might remove them, especially if applied with a heavy cut pad and a polisher. And yes, it could be the chemical has lost its effectiveness, they do have a manufacture date on them.

That is likely this car has sat outside in Florida for 10 years. I have a DA orbital I'll give polishing a try

I would say the spotless has done its job removing the actual minerals, now just polish it up should make a big difference.

My '18 sat outside in North Carolina for what seems like a couple hundred years.
A very careful application of 25% vinegar in distilled water took care of the windows. It took a wheel and a really light cut for the paint., I still have issues with the window trims. I don't know what to try on those.
I replaced the cowl trim because the old one was sun damaged. I could not believe the pollen that was packed under it. Just crazy.

It's etched.

Be careful with doing things like "leaving it on 4 times longer." You could end up making the etching worse or adding more than what was there to start with.

Water spot removers generally work quite well, if they aren't removing things after a couple applications, then it's etched.
