not even a little, vct is "variable cam timing", spark pertains to ignition usually measured in degrees and either before top dead center (advance) or after top dead center (retard)
variable cam timing is the ability to have the intake or exhaust cam open at differing degrees in relation to the crankshaft, unlike older fixed timing chain motors
Anything related to timing has to do with crank position when it occurs, that includes IVO position, EVC position, and spark advance or knock retard. It's all in relation to where the crank is in relation to top dead center. Tuners in my world refer to timing usually as in cam position, I speak in regards to spark advance as in "ignition advance."
