Ok, it doesn't get that cold in south Louisiana unless there is a specific reason for the the winter tune.

Yes to combat fuel pressure degradation due to better atmospheric conditions.

Should I run the winter tune here in FL?

If so, once I datalog with the new downpipe & Summer tune... I'll ask you to update both with all my changes to save you some work.

Most likely no but watch fuel pressure under 50-60 degrees.

Who is daily driving the e30 tune curious how you do your fill ups ? also I have over 10k miles on Torrie's original 93 summer tune and no problems since have added a solo Catback full race cai & 9510 plugs ordering a levels FMIC then going to run logs for a dialed in summer/e30

Use http://www.intercepteft.com/calc.html to calculate your mix depending on the space in the tank. I count each 1/4 as 4 gallons. I then calculate a mix .5 gallons less. So half a tank I would put in a 7.5 gal total mix. This allows me a buffer so I can be assure my mix will fit.

I got tired of doing this so I'm straight E85!

You can datalog using SCT's live link program across the device. Or upload a configuration file to your X4 that allows you to gauge and log it on the device.
