Tone Wheel - Can be a bad bearing?

Hello guys, a friend of mine is having a problem with his car. It's a Mustang 50 years anniversary.
Ignoring all the consequences of the fault (power steering malfunctions, no abs, no stability control etc...) I've pinpointed down to this:

Code: C0039 - Right Rear Tone Wheel

Additional Fault Symptom:
- Mechanical Failures

Status:
- DTC Present at Time of Request
- Malfunction Indicator Lamp is On for this DTC

Module: Antilock braking system

The car also have bad rear bearings: if you shake the wheels both of them have a lot of play, the left one in worse than the right one (even if the fault is on the right).
My first course of action would be to replace the wheel bearings along with the Tone Wheel embedded in them (fix what you know) but the friend is severely cash strapped. So I tried swapping the sensors left to right but the fault does not follow the sensor, always remains on the same wheel.

What I will do at this point is:
  1. Replace bearings
  2. If that does not fix it -> check harness, repair if necessary
  3. If that does not fix it -> replace ABS control module

What do you advise?
