The battery can be replaced on TPMS that are not epoxy potted by removing the plastic cap. Pop off the cap with a knife and install a new battery. The internal battery is a CR2032.
How common are non potted sensors though? I don't believe I've ever seen any. Admittedly though, I've never worked in a tire shop. Also, just because some aren't doesn't change that the OEM sensors in the Mustang are potted.

I only have a sample size of three TPMS with Ford FCC IDs. Two were unpotted and one was potted.
