Not sure of the chain to that post, but FWIW, there are ways to display/mount a front plate without drilling bumpers. Example Hide-A-Plate

To piggyback onto Randy's post, if you want the clean bumper look you remove the ugly factory bracket, cap the existing holes and replace with a no drill bracket. I had the Craigs bracket when I lived in NJ and loved it. As it is easy to remove and attach, I usually just left it off. If I had been stopped ( I never was) I just would have pulled out the plate and said I forgot to reattach it.
