Redundant Clutch Pedal Switch Bracket?

When replacing the clutch pedal position switch on my Mach 1, I discovered this extra mounting bracket that rotates the switch 90 degrees from the usual installation orientation. (The switch is mounted in the extra bracket and the bracket is then snapped into the original mounting position. ) I see no visual difference in the function of the switch when mounted directly to the original mounting position or if used with the extra bracket but there has to be a reason Ford complicated an already awkward installation. The unidentified bracket is not shown in any service manuals or parts diagrams/lists and it also has my local Ford dealer stumped.
