Took my 2k15 in for passenger door opening to the first lock and I was told the recall had expired, what can I do, who can I call

I'm attaching several reference links, to orient the reader on the recall; it involves door latches on various Ford models from 2011-2015. Two recalls are referenced: 15S16 and 16S30.

To the OP, I'm not aware of recalls expiring, ever. With respect to safety recalls, cars are typically held once there and cannot leave until the recall action is complete.

Specific to your car, I can only assume that, while it met the initial screening criteria, it was not one of the ones requiring latch replacement. I'd return to the dealer and clarify.

Along with the dealer, I use the Ford Pass App, the Ford and NHTSA sites. If your vehicle ultimately did not require new latches, you should see it page out of these systems.

I would try another dealer.

According to Ford: "Safety, Compliance, and Emissions Recalls do not expire. Affected vehicles remain eligible until the repair is completed."

On a recall for my car on the NHTSA website it states this:

" If the manufacturer has failed or is unable to remedy this safety recall for your vehicle in a timely manner, please contact the NHTSA Vehicle Safety Hotline at: 1-888-327-4236 or TTY: 1-888-275-9171 or file an online complaint with NHTSA. "

And also this:
