I am heading to the drag strip this weekend. I picked up a pair of used drag radials that I mounted on 2003 Mach 1 17” wheels.

Do the S550 oem lugs have the same seat as the 2003 wheels? Or do I need lugs?

I'd get new ones just because you're supposed to torque to 150 on the S550. Can't remember if that is a function of the stud or the lug nut, but I wouldn't chance it.

Not sure I follow. Yes they S550 lug nuts are torqued to 150 lbs, but that is a function of the lug bolts size and thread pitch, not the wheels.

My question is about the seat style, are they tappered the same 2003 vs 2017?

I've always heard OEM: 150 ft/lbs, Aftermarket: 100 ft/lbs

On a side note when I pulled the lugs on my OEM wheels there's no way they were 150 ft/lbs. Probably closer to half that.

Get new lugs. The stocks have that cover on them. Taking them off, putting them on, they do not hold up well.

OEM Mach wheels should use the same 60* taper as your factory lug nuts, yes. It is fine to use your factory lug nuts as well, just make sure they fit the opening on the Mach wheels since they are physically larger than what that wheel was initially designed for (no issues running them or torquing to 150 ft/lb though).
