So i ruined the plastic covering the speedometer. Is it possible to replace the plastic or would a completely new cluster need to be installed?
Are you talking about the part you see through?

Yes. I somehow got some hard spots possibly from cleaning products on it and wouldnt come out by hand and tried to use a wool dremel bit which at speed 2 did nothing to the spots and speed 4 immediately burned through the plastic. If i have to get a new cluster im just going to get a 2018 digital at this point.

Its hard to tell from pics but is there actually a plastic lens that goes across the back of this in between this and the speedo? Or is it just the circle chrome bezel that you look through?
The lens is all one piece from side to side. It's actually a relatively easy process. Highly recommend having an interior panel trim tool set, I bought one for $8 on amazon and it was a life saver. I used this video and it walked me through step by step.

I agree, a little hard to see. But if you zoom in on the pic on Tasca's website you will see there is a clear acrylic lens on all three display pods. Here is a picture of the lens part FR3Z10890A attached to the speedo gauge:

This is the part that has the chrome rings and sits in front of the clear plastic (totally different parts):
