how do i fix this perimeter area where the oem vent used to be (not the large cutout area i added)? it kind of goes away with water but comes back when it dries. explain it like i know nothing about detailing

Just needs a little polish. Get a good cleaner-wax or mild rubbing compound and a soft rag. With a little rubbing it will come out.

First wash the area with car wash soap then dry.
Then use a medium rubbing compound on the bad area in small circular motions with a microfiber applicator pad. Clean area with a speed detailer and m/f towel.
Then use a fine cut rubbing compound on the bad area with a new m/f applicator pad. Clean area with a speed detailer again.
Then use a polish with a new m/f applicator pad.
Then wax.
Then have 1-5 beers while you sit back, listen to some tunes and get stoked on your accomplishment.
