I don't like black wheels because in a lot of different lighting, you can't really seem them well, just like in your last pic.

I think you need your new badge, then do some measurements to center it properly.
I think most drag radials are directional, but not all.

First, I wouldn't take any advice from a tech at DT.
That doesn't really make sense. Doesn't matter if a car is square or staggered, the outside of the tires will always be the outside of the tire.
People usually turn left and right at different speeds, causing one direction to cause more...
You do know you can (and should) rotate left to right if you are staggered, don't you?
I suppose if you only drive in a straight line you don't need to rotate lol
You can ABSOLUTELY get more miles out of tires if they are rotated. It is also safer to have the tires rotated so they wear more evenly
Also, you don't need a dealer to rotate tires. I do it in my garage.
I think your fronts are 19x9 and rears are 19x9.5, right?
For the rears, 275/40/19 would fit great for the 19x9.5
For the fronts, 255/45/19 would fit great for the 19.9

First wash the area with car wash soap then dry.
Then use a medium rubbing compound on the bad area in small circular motions with a microfiber applicator pad. Clean area with a speed detailer and m/f towel.
Then use a fine cut rubbing compound on the bad area with a new m/f applicator...
Between the 2 options you are deciding between, I'd say the black look better and match the car well. I will say though, I generally don't like black wheels because you can't see them good. Case in point, in those pictures above it is hard to see the wheels.
