I believe that is the EVAP purge valve. It's been a problem with the ecoboost engines since 2009. Random failure causing lean and rich codes. If you disconnect the electrical and the black hose with the zip tie, start engine and place your finger over the inlet where the black hose was. If you feel small amount of suction it means the internal valve isn't closing and it should be closed without electric connection.

Sooo i got the new part in. Question is how to i go about taking off the plastic line? I was told heat loosens it up but i tried that and the line just kinda collapsed on itself.

It is fuel, it is because he deleted the check valve and hooked directly to the purge valve. You have to keep the check valve in place and replace the front plastic to the throttle body with rubber hose.

Cut it with a razorblade.

I knew he had sucked in something that wasn't supposed to be in there...

Must maintain all check valves, there are like a dozen on this car, lol.
