I purchased my 2018 used from a dealer in 2019 and had the exact same issue. In the process of negotiating I mentioned to the salesman that I wasn't interested in the car without the "Owners Supplemental Package." Good bless the salesman (Adam) whom I worked with, as the car had been originally purchased new from that dealership. He drove to the previous owners house on his way home from work and tried to get the man to provide it to me along with the purchase. Needless to say, the guy was a real douche and wouldn't give it over so the dealer bought it back from him and we split the cost in the final purchase price.

It was a real dirt-bag move on his part, but I got the box and am happy I did!
As a guy who bought his GT350 new with the kit I don't see wanting to keep the kit after owning the car a douchey move necessarily. Maybe the original owners have "good" reasons or maybe they don't. A first owner may decide to part with the kit or not. Just like the track day experience, the kit is a perk of purchasing new. I probably won't get to take advantage of the track day due to COVID (+ my paranoia over it) and thems the breaks.

As someone said earlier this will probably be an issue for a couple years but that will decrease as the years pass.

Well good news he` agreed to part with it.
Evidently the car cover was in the trunk when he traded it back in but now it's missing.
I`m going to hold out till they "find" it or supply another one.

I geeked out also and found out about the owners package before I bought mine. Every R I inquired about I asked if they had it with the car. Here’s mine and the stuff I put on the shelf in my cave!

Congratulations as you accomplished the most difficult task with respect to finally obtaining the original GT350 Owners Kit and getting a 2020 GT350 car cover is very easy to obtain therefore suggest all is good!

That's good news. Maybe the dealership has a new car cover they screwed an owner out of sitting on their back shelves. When I bought my R new the cover was missing. I asked for it and pointed out it was on the sticker and I paid for it. The salesman went to the back and came out with a car cover. Problem was is was not an R car cover. There is a fitment difference due to the R aero. I had to go back and prove this to them. They then found the exact car cover with my VIN marked on the box. Makes me wonder how many owners drove off without a car cover or even the right car cover.

In your case, since the car came in trade with the cover and you know this for sure, I would press the issue. Dicker a little more off the price if the cover is lost permanently but I wouldn't let it hold you back from purchase. A regular GT350 car cover pops up for sale fairly often.

The car covers are VIN specific right?

The shipping boxes in many cases are marked with a VIN but to the best of my knowledge the only Ford car covers that are indicated VIN specific would be the 2nd generation Ford GT's.
