As a guy who bought his GT350 new with the kit I don't see wanting to keep the kit after owning the car a douchey move necessarily. Maybe the original owners have "good" reasons or maybe they don't. A first owner may decide to part with the kit or not. Just like the track day experience, the kit is a perk of purchasing new. I probably won't get to take advantage of the track day due to COVID (+ my paranoia over it) and thems the breaks.I purchased my 2018 used from a dealer in 2019 and had the exact same issue. In the process of negotiating I mentioned to the salesman that I wasn't interested in the car without the "Owners Supplemental Package." Good bless the salesman (Adam) whom I worked with, as the car had been originally purchased new from that dealership. He drove to the previous owners house on his way home from work and tried to get the man to provide it to me along with the purchase. Needless to say, the guy was a real douche and wouldn't give it over so the dealer bought it back from him and we split the cost in the final purchase price.
It was a real dirt-bag move on his part, but I got the box and am happy I did!
As someone said earlier this will probably be an issue for a couple years but that will decrease as the years pass.
