Find a cool friend with a driveway and change it there so you don't worry about someone else's possibly suspect work.

I used to live in a condo that wouldn't allow any car work to be done in the garage. I just went down to the empty parking lot at my work on weekends to do oil changes and other stuff - boss was cool with it as long as I didn't spill oil all over the place. No big deal.
