OEM exhaust header nut torque

Turns out these things are lock nuts. Manual says initial torque 17 lb.ft then 24 lb.ft. is that plus the torque it takes to turn the nut or less the torque it takes or is it including?

You can only measure the total torque with a torque wrench, so those are absolute torque all included.

Sounds like torque all of them to the lower number, then go back and take them all to the higher number.
