Mach 1 Side Skirt Question

I noticed on my Mach 1 that the 2 side skirts have a hole in the bottom right behind the front wheel. I had noticed them before and just thought they were drain holes. However, I now see that that the hole in the side skirts line up with a hole in the plastic fender liner. Does everyone else have a blank hole on the bottom and near the front of the side skirts. See pictures below......

Just checked mine and it’s the same so may be a drain hole like you guessed.
