He's not talking about fuel cooling the engine, he's talking about the fuel cooling the motor of the fuel pump itself. It's a submersible pump and the fuel in the tank cools the fuel pump. When you run the tank very low the heat from the fuel pump will heat the fuel up more because there's less of it, straining the fuel pump. It's more prevalent with race pumps but it still applies to stock pumps.Ok, that's BS. The fuel is always going through the pump and motor while the car is running, cooling it. If there is no fuel, then the car doesn't run. More fuel does not equal "more cooling."
