Loose rubber/plastic item found underneath the shift boot

I have some rattle coming from the shifter and the clutch pedal. I figured I would find out the shifter part first by applying this solution: https://www.youtube.com/watch?v=5qJK_5vf0J0

I was unable to remove the knob without damaging the leather so I thought I would try later. Frustrated, I removed the plastic part attached to the boot. Underneath the rubber, I found this unknown thing. I have attached pictures. Do you know what that is? Was it supposed to be on somewhere and they just forgot?

Not sure but The blue mesh looks like a protector for the shifter chrome and the cap is for the threads prior to install. Just my thoughts.

We use that type of mesh to protect parts we make at work, and that cap would be there to protect something as well. I'm pretty confident that is trash they forgot in the car.
