License Plate Holes

Are the 2015's supposed to have the rear license plate holes drilled out at the factory? I just noticed that I have no holes on my rear bumper, but I can see where they should be...

There are two sets. The top set with standoffs and then a set in the middle which I would assume holds a bracket for euro plates.

Neither set are drilled. Just use the screw. It will go through and hold tight.
