I see what you're saying and I don't disagree. But here in Colorado the DMV is so far behind that one in ten cars don't even have plates on the car. Like they literally have zero identification anywhere on the car and it's common to see in daily traffic. When the rat rod craze hit here, people had these turds titled as anything they grabbed from the junk yard. To this day I still have no clue how they got plates or who they bribed, but there was junk like old Hudson truck bodies on Packard frames with a '97 Honda Civic VIN, running completely valid plates. So I suppose my answer is, I would drive illegally or sketchily. I don't know, I just grew up around that sort of thing. My dad wrote, tuned, and burned his own chip for the old A9L to run a blown car before companies like Diablo even caught up. We just always tinkered with crap and nothing seemed impossible if you had the raw materials. This is true and I don't disagree with you.
BUT,........how do you buy parts that aren't available? (Like the info that was posted in the video I posted yesterday. Alex explains that it's all, both tuning and hardware, are seemingly getting clamped down on.)
How do you register and insure your car if it isn't emissions legal? No way you will be able to drive it on the street without getting pulled over/getting caught.
