You can define free will how you want. My definition of free will is that our minds our free to decide whether we will do things. Just because someone put handcuffs on me doesn't mean to me that I don't have free will. It just means there are certain things I have trouble doing. My vacuum cleaner doesn't have free will, but I do.

Sure. God could "simulate" free will in every single person and probably prevent those people from knowing they were under control.
