Is a 2019GT350R worth the extra vs the 2019GT350

If that was true, then they would put the steering rack and geometry on the base GT350 as well. They didn't, and the 2020 R with those parts is more expensive. So maybe the 500 steering is better but too expensive for the base GT350?
They stated the 2020 GT 350R’s steering packaged can be retro fitted to the older models.

pretty sure FP said in an interview that the new 2019 gt350 updates can be retrofitted to previous models. But don't think any official word has been said about the 20 R changes, since it requires alot of work to retrofit for some minor improvements, don't think most R owners will bother.

The new front end suspension can be changed on older GT350 models. It was added to the GT 350R from Gt 500. Says on this site it retrofitable to Gt 350. Will not be cheap I assume and some expensive labor. But if you have 2019, and you do this, it is the same as GT 350R suspension = GT 500 suspension.

Chassis
The GT500 started with the near perfect GT350 chassis and tweaked it to perfection. Even though the GT500 weighs a few hundred pounds more than the GT350, it doesn’t feel like it. One of the most noticable differences is the new steering knuckle and rack which improves steering feel in all driving conditions and eliminates the widely criticised tramlining on the GT350. This new steering setup is such an improvement that Ford shared it with the 2020 GT350R and technically you can retrofit it onto any GT350. Both the GT350 and GT500 use the same MagneRide dampers. However, the GT500 MagneRide is calibrated differently due to the different vehicle dynamics of the GT500. But don’t fret, the 2019 GT350’s MagneRide calibration was updated to make use of the data collected during development of the GT500. A new magnesium strut tower brace can be found on the GT500 to allow space for the supercharger. A few of the less talked about improvements are a carbon fiber driveshaft, uprated axle shafts and hubs to reliably put down the power of the powerful 5.2 L Supercharged Predator V8 engine.
