Imagine some guy got some cool new wheels and tires for his '15 GT PP.

After getting them swapped out, he proceeds to toss the factory wheels into the bed of his pickup, without reboxing them. After sorting out his storage locker to make room for them, he discovers that his factory wheels are covered in dings and scratches.

After tar and feathering this idiot, where would you take the wheels for restoration?

I'd go back to the tire shop and show them the damage they did first. Make them take care of it.

They were fine when they left the tire shop. they got the abuse from sitting in the truck for a few days, unprotected.

Depending on the severity, you could try a body shop.

If the "person" trusts the dealership they bought it from, just hit up the used car manager. Almost every dealership has "wheel guys" that come by and try to get work from them, usually fixing curb rash and the like. But they can remove minor damage through blending, I have seen it first hand, a good wheel guy can do amazing things. Maybe the used car guy can put you in contact with who they use?

There are a couple powder coating places that advertise wheels. I keep imagining PP wheels in Gunmetal.
