What's the best way to up my horse power to around 500 from stock? I want to do a CAI and tune. What else can I do? Can't change the exhaust too much because of California.

Headers, CAI, tune (e85?) can get you right around 500bhp.

Go with the cai and tune and see how it feels. It'll be around 400 to the wheels and it'll be hard putting the power to the ground as it is, you'll need some wheelhop reduction mods. Everything else will add decent-ish power but will cost a lot for the gains it will provide. Might as well save up for a supercharger or turbo setup if you're set on pushing big numbers.

Which wheelhop reduction mods do you recommend?
BMR and STEEDA both have kits you can get, at least I know steeda has a "stop the hop" kit. The first thing I did was get the subframe bushings and they made a very big difference for the price- well worth it. Without them (and I'm sure the lowering springs helped too), 1st and 2nd gear were completely useless. Even 3rd sometimes with the stock tires I would bounce/spin a bit on colder days.
