Simply because the head was upgraded for the Focus RS program for higher sustained performance and thermal loads so its just a roll over build. Also the reason for keeping only HPP builds in Spain is also simple, they already had the tooling and machining set up for the build from the Focus RS program so its cheaper to ship the engines out ready than to pay for additional manufacturing/machining/testing/logistics process for a relatively low volume build.
