Would these be able to be popped out and have body filler placed over it? Or will the whole panel have to be replaced. There’s no internal damage, everything is just external and car runs fine. Wheel isn’t damaged either and the door looks damaged but isn’t.

The door can be fixed. The entire panel would have to be replaced. You wouldn’t want filler over that as they’d never get the curves right.
