No, This is a Diffuser too. According to the Designers in the video about Aerodynamics it is also Functional, not just for looks.

Technically speaking, I think it's a diffuser. And it may be functional in that it affects the air moving across it. But is it a diffuser for practical purposes? Does it offers any meaningful benefit as a diffuser?

Car makers take a lot of liberties with their marketing. Hood scoops and fender vents are often touted as "functional" if there is an opening into the engine compartment. Sure, some air moves through he holes, but in most cases I don't think those "functional" elements make a meaningful difference in the operation of the car. For practical purposes, these holes in the car are just styling elements.

To me, the Mustang's diffuser also looks like a styling element. But my background is not in aerodynamics. Anyone on the board with a good background in aerodynamics want to give us a scientific analysis or an explanation of what's required for a diffuser to offer meaningful benefits?

A diffuser in its simplest form is a gradually expanding channel that takes a fast moving stream of air and slows the velocity in a controlled manner by increasing the available area for the air flow. Diffusers are shaped such that the air follows the control surface due to the coanda effect. This causes the air pressure to be reduced, which can increase downforce. The act of diverting the air upwards also causes a downwards force on the control surface.

In order to maximize the effectiveness, it can be useful to control the airflow with strakes that keep the air flowing in a single direction. However these aren't strictly necessary.

One common example of a diffuser is the circular vents on ceiling HVAC ducts.

Regarding marketing, how much of a difference does something need to make before one can say it is functional? Probably not much.

I think we all know what a diffuser is, my post was in reply to DivineStrike who stated that the spoiler is deleted when you option for a performance package. The person he was reponding to was asking if the diffuser was shown in the picture posted. I was simply stating the spoiler is not the same thing as a diffuser. With that said, it would be interesting if the diffuser only comes on premium GT cars but not on base GT cars.

I agree, it doesn't take much. It would be almost impossible to create a test to distinguish between what's "functional" and what's not.

I tend to have a good bit of skepticism when listening to people talk about their own products. I like the S-550, and I plan to buy one, but I don't believe everything Ford says about it.

Yep, I had that confused a little bit since all of the 2015 mustangs have diffusers. I responded thinking he was talking about the spoiler. Which btw you can see the diffuser in the picture he was asking about

Here's one caught in the wild, with 50th Anniv. Package.
M plate test car, so I've blurred the driver and plate.
When I started taking pictures I got more preoccupied with the body lines than capturing the actual color, so I didn't get any direct sunlight pics sadly. I will say that it had more of a sage color, in direct sun. I thought it would be a little darker, maybe like a dark polo green. But it was definitely more of a sage color. If you asked me if I would commit to buying it after seeing it for the 2-3 minutes I did before the driver left, I would be a little uncertain. It definitely caught my eye, though. Guy was cool and chatted for a few minutes. All I had was the phone camera, with poor color temperature.
Wow great spot! I tried to clean up the image a bit for you and up the contrast, I really like the 50th Aniv. package for that retro look!

diffuser, upgraded radiator, and front splitter are included in the Performance Package because of the elevated top speed. Also given one of the camo'ed mustangs at the Nurburgring had aerodynamic detailing as specific as the fins for the front wheels, and that every mustang has that front wheel air channel (like on newer BMWs), I think the diffuser is probably functional

Honestly Im not sure retro is the right way to go on the 15. It looks great on the 14 since the whole shape of that car was more retro, but i think the 15 is too modernized. I dont like the chrome trimmings with this guard color either. Black, chrome-black, aluminum-black or carbon fiber are gonna be the way to go in my opinion. Im not too hot on the 19" track pack wheels either so that is a shame. I did want a performance package.
I would probably change them to something different after a while.

The diffuser is not part of the performance package. If you get a base model with performance package you won't get a diffuser. Considering that the diffuser is only on premiums then it probably doesn't do that much if anything at all. All the diffusers I've ever seen on racecars go further under the car as well. I think this is for looks.
