That looks more like what the high school kids do in the parking lot across the street from my house, not sure I would call that drifting.

The first guy in the 21 car was pretty good. Maybe that was (TJ?) the instructor who said he slides cars.

That's in the rain though. You can drift almost anything on wet surfaces. Not saying it won't do in on a dry surface, just not a good example in my opinion.

The end of that video sums it up pretty well.... burned out tires. So I guess the question would be what's the point? You don't get faster lap times.

It also drifts on the dry I can tell you
But to your point I think any car with more than 200bhp (even less) will have enough power to drift on the dry and after that it's a question of balance and how easy it is to control, which is something you can actually see in the rain. I personnally find it easier to drift cars on a dry surface.
Compared to my previous car, M3E92, the Shelby is more reactive and therefore requires quicker inputs, but still is very controllable and obviously has more than enough power.

But it's just fun, and I also found that it helps you know the car better
