Fluttering in driver side wheel

2015 Ford Mustang GT Premium PP
Hope all is well.

I got a 2015 mustang GT Premium PP, and it has Steeda lowering springs, wheel spacers, and a Corsa Sport. Was driving the other day and heard some fluttering sound coming from where the driver side wheel is. I pulled over to see if there was a bag or some piece of debris sitting in the fender lining but saw nothing, continued on and discovered when i go past 60 MPH it starts, anything below that it doesn't make the noise. Put it up on jack stands and took the tire off and still saw nothing loose or hanging around. and now I'm stuck on what to do.

Any suggestions?

Check the underbody?

Pull the wheel and check the fender liner is all there and secured well?

Check the tire itself for cupping?

Basically inspect all the things on that side of the car.
