The OP is in the middle east.
And back to his question, if the shutters are stuck closed, you will get little airflow over the radiator, condenser and intercooler. This could indeed cause poor performance and decreased mileage.
how i now if its closed or open ?? company said i have to change the SHUTTER ASSY !

Bend down in front of the front of the car. Look through the grill
If you can see the radiator core, it is open.
If you only see plastic slats, it is closed.
It's normal position is open when the car is off.

Look through the upper grille. If you can see the shiny condenser, they are open. If you see nothing but black plastic, they are closed. I also deleted mine and zip tied the motor behind the crash bar to let the arm just swing away with nothing attached. All good so far at 4k miles since.

It's just how you drive.

The MPG numbers on the window sticker are generated in a lab to certain specific testing standards, and basically have nothing to with what you will actually get in the real world.

My last tank was exclusively local - 16.9 MPG, and I simply am unable (unwilling? probably) to moderate my right foot in city driving. Locked on at 74 with cruise control I get 29.4.

so its effect with fuel efficiecny ?? after i change the shutter asy my MPG will comeback normal ? bro its imposible i got 17MPG in city . actualy i dont like speed i alwasy driving 40-50 MPH isinde the city

Stuff like this can definitely hamper your mpg. I had an exhaust leak that took away 3-4 mpg. Once fixed, I was shocked at just how good these boosts get in the mileage department.

how i know the exhaust was leak?? then why no code or warning lamp in my gauge ??

Dude.....

You're doing city driving. You don't have to drive fast to get bad MPGs. The type of driving you are doing is what is causing your MPGs.

Yes, get the shutters fixed. I will state with 90% certainty doing so won't raise your MPGs.

I might be proven wrong, but if the shutters were causing serious engine temp issues, you'd have lights on your dash. And of course there's also your engine temp gauge you can look at yourself.

I have my eco tuned, and I drive 3.5-4k acceleration on average and I get 24-25mpg. I'd say 18 in a 4 cylinder is pretty bad.

yes bro even i got 16.9MPG idnt know no engine lamp on the dash , i dont know how the shutter work ?? how can he decrease my mpg

but is it imposibble , cause shutter isnt working can decrease the fuel eff until 5 MPG ??

before i have O2 Sensor Heater Circuit Malfunction (Bank 1, Sensor 2) , but company already replaced the sensors with the new one . maybe my engine is loop ?? cause of 02 sensor was broke ?? but i already replace with a new sensors. it can be fix if the engine open loop ??

Any other symptoms? I can list a tone of issues but none of them can be relevant. Bad exhaust weld, clamp, or catalytic converter, fuel injection issue, air hose leak, cracked cylinder head, blown head gasket, overheating, transmission ....

Usually you would feel the car become sluggish with any of those issues or see physical symptoms like smoke or bad smells. I had a furry friend chew through my air hose once so you never know. Do you physically have to add more fuel more frequently?
