Dropping RPMs in Idle?

Has anyone had this issue before? I don’t want to shell out 250$ for Ford to diagnose a 50$ part. I’ve read around and have seen that it’s an evap issue. Thanks in advance.

It used to happen when I was just running empty, now it does it when I fill up, and about halfway through my gas.

I just filled up from 70mi til empty to a little over half way full and still dealing with the issue.
